มหาวิทยาลัยแม่ฟ้าหลวง ยกระดับบุคลากรท้องถิ่น จัดเวิร์กชอปเรียนรู้กระบวนการคำนวณก๊าซเรือนกระจก มุ่งขับเคลื่อนชุมชนคาร์บอนต่ำอย่างยั่งยืน

วันจันทร์ที่ 22 มิถุนายน พ.ศ. 2569 มหาวิทยาลัยแม่ฟ้าหลวง โดยศูนย์บริการวิชาการ ร่วมกับ สำนักวิชาวิทยาศาสตร์สุขภาพ สาขาวิชาอนามัยสิ่งแวดล้อม ได้ดำเนินงานจัดกิจกรรมให้ความรู้การคัดแยกขยะต้นทาง ภายใต้ “โครงการการบริหารจัดการขยะต้นทาง กิจกรรม “เรียนรู้กระบวนการคำนวณการปลดปล่อยก๊าซเรือนกระจก” ณ องค์การบริหารส่วนตำบลแม่ข้าวต้ม อำเภอเมืองเชียงราย จังหวัดเชียงราย
ซึ่งการอบรมในครั้งนี้จัดขึ้นเพื่อมุ่งเน้นการพัฒนาทักษะและความพร้อมให้แก่เจ้าหน้าที่และบุคลากรที่เกี่ยวข้องทางด้านสาธารณสุข องค์การบริหารส่วนตำบลแม่ข้าวต้ม เพื่อร่วมเป็นกำลังสำคัญในการขับเคลื่อนและยกระดับการบริหารจัดการสิ่งแวดล้อมเชิงรุกในระดับท้องถิ่นอย่างมีประสิทธิภาพ เจาะลึกเกณฑ์มาตรฐาน T-VER และการจัดทำเอกสารข้อเสนอโครงการ (PDD)
การประชุมเชิงปฏิบัติการดังกล่าวได้รับเกียรติจาก ผู้ช่วยศาสตราจารย์ ดร.นพฤทธิ์ สุทธศิลป์ เป็นวิทยากรถ่ายทอดองค์ความรู้และนำกระบวนการเรียนรู้ โดยหลักสูตรการอบรมครอบคลุมทั้งภาคทฤษฎีและภาคปฏิบัติ ผู้เข้าร่วมอบรมได้ศึกษาและทำความเข้าใจเกี่ยวกับกลไกโครงการลดก๊าซเรือนกระจกภาคสมัครใจตามมาตรฐานของประเทศไทย ระบบคาร์บอนเครดิต และบทบาทขององค์การบริหารจัดการก๊าซเรือนกระจก (องค์การมหาชน) หรือ อบก. พร้อมทั้งเจาะลึกด้านการบริหารจัดการขยะ และแนวทางการจัดทำเอกสารข้อเสนอโครงการ โดยมีการศึกษาโครงสร้างและวิเคราะห์กรณีศึกษาจากเล่มข้อเสนอโครงการที่ได้รับการขึ้นทะเบียนสำเร็จแล้วเพื่อเป็นแนวทางในการปฏิบัติงานจริงขององค์กร
โครงการนี้ได้นำหลักวิทยาศาสตร์สิ่งแวดล้อมและเครื่องมือทางเทคโนโลยีสารสนเทศเข้ามาบูรณาการร่วมกับการบริหารงานส่วนท้องถิ่น ซึ่งสอดคล้องและสนับสนุนเป้าหมายการพัฒนาที่ยั่งยืน (Sustainable Development Goals: SDGs) ของสหประชาชาติในหลายมิติ ได้แก่ SDG 11 (Sustainable Cities and Communities) เมืองและชุมชนที่ยั่งยืน ผ่านการจัดการมลพิษจากขยะอย่างมีระบบ SDG 12 (Responsible Consumption and Production) การผลิตและการบริโภคที่รับผิดชอบ โดยลดการสูญเสียและแปรสภาพขยะกลับมาใช้ประโยชน์ และ SDG 13 (Climate Action) การรับมือกับการเปลี่ยนแปลงสภาพภูมิอากาศ ผ่านกลไกการคำนวณและลดการปลดปล่อยก๊าซเรือนกระจกอย่างเป็นรูปธรรม
ทั้งนี้ แผนงานและผลลัพธ์จากการจัดทำเล่มข้อเสนอโครงการในวันนี้ จะเป็นฐานข้อมูลและแนวทางสำคัญสำหรับองค์การบริหารส่วนตำบลแม่ข้าวต้ม ในการเตรียมความพร้อมในการจัดการขยะอย่างยั่งยืน และร่วมผลักดันพื้นที่สู่การเป็นชุมชนคาร์บอนต่ำที่ยั่งยืนต่อไป
On Monday, 22 June 2026, Mae Fah Luang University—through the Center for Academic Services, in collaboration with the Environmental Health Program, School of Health Science—implemented a source waste separation knowledge-sharing activity under the “Source Waste Management Project.” The workshop, titled “Learning the Process of Calculating Greenhouse Gas Emissions,” was held at the Mae Khao Tom Subdistrict Administrative Organization (TAO), Mueang Chiang Rai District, Chiang Rai Province.
This training was specifically organized to enhance the skills and readiness of public health officers and relevant personnel of Mae Khao Tom TAO. The goal is to empower them to become a vital driving force in actively and effectively elevating proactive environmental management at the local level, with a deep dive into Thailand Voluntary Emission Reduction Program (T-VER) standards and Project Design Document (PDD) preparation.
The workshop was honored by Assistant Professor Dr. Noppharit Sutthasil, who served as the keynote speaker transferring knowledge and leading the learning process. The curriculum comprehensively covered both theoretical and practical dimensions. In the theoretical session, participants studied and gained insights into the mechanism of the T-VER program, the carbon credit system, and the roles of the Thailand Greenhouse Gas Management Organization (Public Organization) or TGO. Furthermore, the training delved into waste management and guidelines for compiling project proposals, which included examining structures and analyzing case studies of successfully registered Project Design Documents to serve as a practical framework for the organization’s real-world implementation.
This project integrates environmental science principles and information technology tools into local administration. This integration directly aligns with and supports the United Nations Sustainable Development Goals (SDGs) across multiple dimensions, including:

SDG 12: Responsible Consumption and Production – by minimizing waste loss and transforming it into useful resources.

SDG 13: Climate Action – by implementing concrete mechanisms to calculate and reduce greenhouse gas emissions.
The action plans and outcomes derived from compiling the project proposals today will serve as a crucial database and guideline for Mae Khao Tom TAO. This will prepare the organization for sustainable waste management and continuously drive the local area toward becoming a sustainable low-carbon community.
